kolla-kubernetes is using solenium containers to test things. We need to consider if we want them buildable in kolla-containers.

The kolla-kubernetes core reviewers are not entirely sure if this is necessary, however, to cut down on flakiness of the gate, it seems to make sense. Perhaps there is another technique we can use.
We keep adding tech debt by relying on remote repositories (hence making the problem worse rather then better). For the general discontent the pulling from all over the internet creates among contributors, look no further than:
