Kolla wants to reach the Internet to try to get dumb-init. Will add a block here so that the mechanism for sourcing it can be overridden.

Add block for dumb-init installation
This moves the dumb-init installation to its own RUN command in a
separate block so that it can be overridden for Internet-
builds.
