Bug Description

Designate need sudoers permissions to execute designate-rootwrap command.
Designate-backend_bind9 does not works due different configuration bewtween distros.
Missing designate-worker image

    Fix designate container

    Fix designate-backend-bind9 image.
    Create designate-worker image.
    Create sudoers file to execute designate-rootwrap
