Bug Description
There is a fair bit of customisation that needs to be done by hand (in ml2_conf.ini for example) in order to support different neutron_
The flexibility to cover this should really be baked in with configuration properties and covered in ansible tasks/templates automatically.

a fixed flexible template can not cover all case.
why not use /etc/kolla/
