Bug Description

Reproducer:

sudo pip install kolla
setup globals.yml and passwords.yml from master
set registry to commented and version to 2.0.2
sudo kolla-ansible deploy (this deploys 2.0.2)
spawn 1 or more VMS (I use heat's launch script in the demo directory for this)
set registry to registry with 3.0.0 images and version to 3.0.0
git clone http://github.com/openstack/kolla
git checkout stable/newton
sudo kolla-ansible upgrade (this deploys 3.0.0)
This fails the first time:

And works the second time.

    Bump retries in starting nova-libvirt to 5

    retries: 1 won't really retry in part of ansible release. Bumping the
    number to 5 ensure it works as expected
