Bug Description

env: kolla stable/newton branch. ubuntu binary and source

All builds fail related to python-cephfs

root@eseldulx1040:~# docker run -it dockreg.mydomain.net:4000/kolla/ubuntu-source-openstack-base:3.0.0.161017b bash
