ceilometer cannot use standalone host

Bug Description

It may not be a good idea to use the same host as another database as Ceilometer can generate a LOT OF WRITES. For this reason it is generally recommended, if the deployment is targeting going into production, to use a dedicated host, or at least a VM which will be migratable to another physical host if needed. - http://docs.openstack.org/developer/ceilometer/install/dbreco.html

Users can set address for mongodb but not for standalone mysql server.

    Ceilometer cannot create standalone mysql database

    Users can configure standalone database but bootstrap takes
    wrong address - instead of cluster VIP it should take
    ceilometer_database_mysql_address. The latter is set to VIP by
    default.

now we can foward ceilometer data to gnocchi, which can storage data into ceph.
