Bug Description

When sahara is enabled, cron container fails to deploy. Gets stuck in restarting

docker logs cron
ERROR:__main__:The source to copy does not exist: /var/lib/kolla/config_files/logrotate/sahara.conf

Error is confirmed, there is no sahara.conf in /etc/kolla/cron/logrotate on target node
