need install openssl-devel before installing ansible.

Before installing ansible using "pip install -U ansible" , we need to install following packages
ubuntu : python-dev , libssl-dev , gcc
Centos : python-devel, openssl-devel, gcc

For ubuntu: if python-dev not installed then Error will be :

i am adding patch set in quick start doc (http://docs.openstack.org/developer/kolla/quickstart.html) to install dependency before installing ansible.

# Ubuntu
apt-get install python-dev libssl-dev gcc

# CentOS 7
yum install python-devel openssl-devel gcc

welcome for any suggestion :)

This bug is duplicated with #1626861 ( this is added by mistake ), which is fixed already. And this bug is related to gate bust, not Kolla doc.

Could u file a new bug about the Kolla doc issue?
