add support for horizon plugins

Kolla supports several services that are accommpanied with a horizon dashboard plugin, but kolla is today not providing an out the box inclusion of those. Operators need to do build customizations by themselves today to get the plugins in place. Wouldnt it be nice if kolla provided a common solution for this?

Heat plugin is capable of doing this seamlessly. Deploy w/o heat and no dashboard in horizon. Enable heat in globals.conf and deploy -t heat. Login to horizon and now the orchestration tab is there magically.
