Bug Description

Running the command:

kolla-ansible -i /etc/kolla/inventory/multinode reconfigure --tags swift

playbook fails with the message:

error while evaluating conditional: config_strategy == "COPY_ONCE" or item[1]['KOLLA_CONFIG_STRATEGY'] == 'COPY_ONCE'

It happens because kolla check the value of the KOLLA_CONFIG_STRATEGY without ensuring that the host is in proper group and has this value set.
