ceph rgw frontend inaccessible when storage_interface != api_interface

When deploying kolla with haproxy and ceph enabled and with storage_interface != api_interface, ceph rgw frontend will be inaccessible. The reason: in haproxy.cfg.j2 in ceph rgw section the api_interface is used to communicate with all ceph rgws, and in ceph.conf.j2 the storage_interface is used as the interface for rgw frontend.
