build fails on ubuntu without specifying base_tag

Bug Description

Currently, if you won't specify --base-tag=14.04 ubuntu will try to build ubuntu:7. That's because when this line is executed https://github.com/openstack/kolla/blob/master/kolla/common/config.py#L320 base distro is still default - centos
