Need configuration in nova-libvirt container to allow
USER ceilometer to access libvirt.sock

When deploying with devstack, all ceilometer-related process are owned by non-root user, except for ceilometer-compute (whose owner is root).

ceilometer-compute now runs using root, so it can read that socket now.
