Bug Description

Using the local tools directory I am unable to import other classes. We need to search locally to import these classes.

Traceback (most recent call last):
  File "./tools/build.py", line 15, in <module>
    from kolla.image import build
ImportError: No module named kolla.image

    Change the search path to look locally

    In order to use tools/build.py, we need to search
    locally for imports.
