The task "ceph : Fetching Ceph keyring" failed with Ansible >= 2.1.0, it works fine with Ansible 2.0.2.0.

Ceph currently works fine for me with 2.1.0. The above is most likely a result of a previous failed bootstrap. Please cleanup your deployment and retry.

It is almost certainly prior docker volumes being left on the nodes. Scrub them, and deploy.

B E so to clarify, it happens when you stop the services then deploy again? Can you manually generate a ceph key? Perhaps ceph has not come back up properly after the stop. I would look into the ceph logs.
