Bug Description

Since ceiloemter uses other backend db than mongodb, it does not have such db initialization command as "ceilometer-manage db_sync". The bootstrap container reports the error

/usr/local/bin/kolla_ceilometer_extend_start: line 6: ceilometer-manage: command not found

This bug appears in ubuntu source build.

Need to verify this in centos binary. - Hui

The initialization command should be

ceilometer-dbsync

Thanks, Hui. Bootstrap error is fixed by subsitituding "ceilometer-manage db_sync" with "ceilometer-dbsync", my deployment is with ubuntu and source.
