Bug Description

After 16.04 got released our build broken. We pull ubuntu:latest which currently is 16.04 while we have sources list for 14.04

current workaround is to run build with --base-tag=14.04 or change in build.conf base_tag = 14.04

    Override default latest tag on ubuntu

    After 16.04 got released we can't build our images as we pull latest
    (16.04 now) and our sources lists are built for 14.04. We pin ubuntu to
    14.04 here.
