Kibana does not allow create index when enabled in an already deployed system

When Kibana is post enabled in a deployed system, it does not create the index log-*

For while no additional logs to identify the root problem.

Steps to reproduce the problem:

1 - Deploy the Kolla with option enable_central_logging: "no" defined in /etc/kolla/globals.yml file

2 - After deploy finish, enable option enable_central_logging: "yes" defined in /etc/kolla/globals.yml file and deploy Kolla again

3 - Access http://VIP address:5601/ and try create Kibana index log-*

what happens after step 3 in the reproducer? Kibana wfm.

Hi Steven,

After step 3, nothing happens, because Kibana does not allow create the index log-*.
Kibana works for me too, but when deployed at first time. When enabled post deploy (as described above) this problem happen.

After the step 3, I get the page as image attached.
