integrate new qemu 2.3.0.X version into Kolla

Bug Description

Currently Kolla installs default qemu version 1.5.3 which limits some functionality example NUMA support. The integration of qemu version 2.3.0 will open up large opportunities of new advanced virualization features.

this requires installing the packaging for ceph from centos in the same way from the storage sig.

Removed mitaka as a target - this was handled as a special integration patch to pull in release-mitaka from centos repositories. Master needs attention here.

    Use proper CentOS repositories for ceph and qemu

    CentOS has a virtualization sig and storage sig which produces
    udpated ceph and qemu images. These images are then reused within
    the rest of Red Hat packaging. Install these repositories for
    CentOS and make use of them.

    This should work for OracleLinux as well.
    Still testing centos.
