Add libvirt disable at prechecks

Currently prechecks looks if libvirt is running on the machines and calls it a pass. It would great if it also checks if libvirt is enabled on the machines and fail prechecks if they are. This will ensure that prechecks dont have to be run everytime and also have libvirt disabled over reboots.

yes only on compute nodes. some people want to run virt workloads on the controller nodes.

Closing as invalid. In service_checks.yml of the prechecks role is a task called "Checking that libvirt is not running".

I agree that there is a task that checks if libvirt is not running, but then if not proper disabled, libvirt will be running on a possible restart. Enhancing the existing task to actually check if it's disabled will be helpful given that most of them do not run pre-checks on each reboot of a host and will end up chasing a red herring. hence the request.
