Kolla upgrade on multi-node with master fails

Bug Description
This is a multinode setup. Attaching the inventory file and the logs. On upgrade command, mariadb install and start of containers always fails.
the setup has a previous kolla install and i am trying to upgrade the installations.
Steps:
git pull (get latest from master) (SHA1: 721229297eae598
kolla-build --base ubuntu --type source --registry 172.16.2.2:4000 --push
kolla-ansible -i ansible/
