kolla-toolbox should really install in a virtualenv

Bug Description

kolla-toolbox from source and from binary operate in incorrect ways. The kolla-toolbox container should really be installing in a virtualenv, but I think it needs a third type of base image "source-base" or something similar. ATM our virtualenv is in openstack-base, perhaps openstack-base could import from source-base.

I'm not quite sure what the best answer is, other then to say punting this post Mitaka makes the most sense to me.

we need install ansible by using yum or apt, imo.
