regression in last week causes keystone to return unauthorized

Bug Description

A regression between Feb 6th and Feb 10th causes keystone to fail in the gate. At least 5 users have reports this problem as well, so its definitely confirmed and our highest priority bug. It is possible some change in keystone triggered this problem across the project as well.

and gerrit just went offline so I can't put the gate logs for Ubuntu in, but will do so after gerrit comes back online.

We need to switch to `keystone-manage bootstrap` as admin token is depreacted.

Gerrit prevents me from submitting a patch right this second

    Fix keystone initial auth mechanism

    A recent change in keystone [1] has deprecated the token auth
    mechanism that we used. We reintroduce it temporarily while a more
    permanant solution is worked on.
