Support installing openvswitch from source

Bug Description

currently the openvswitch container always install openvswitch from the package manager.
extending support to install openvswitch from source will enable more advanced deployments to utilizes
features only present in a more recent ovs.

example use
networking-sfc requires 2.3
networking-ovn uses master
the ovs contrack security group driver requires 2.5
the learn action security group driver requires 2.4

in addition to the above uses i would like to make this change as a first step to enable deploying
ovs with dpdk in the future with kolla.

As deploying ovs with dpdk has addtional complexity i would like to propose this RFE bug to simply install vanilla ovs first
and cater for ovs with dpdk support as part of a separate RFE bug / blueprint as appropriate.

This would require a blueprint at teh very least. But if I recall I believe the contention was with installing from source non-openstack projects which we never planned to do in the first place.

the version s i wanted to use are now available in distros so the immediate need for source installs has diminished.
i will close this for now and we can revisit at a later date if we chose to support this in the future.
