Bug Description

/var/lib/kolla is where persistent data should be stored (the config data on the deployed-to hosts). If we want to get fancy, we could put the shell scripts like config-extrenal.sh in /usr/share/kolla to be consistent with LSB.

    Bring Kolla inline with FHS

    This brings Kolla images inline with FHS and should make finding
    locations of things more consistent and reliable with the linux world
    at large.
