Bug Description
the vagrant user is unable to access the docker daemon on localhost:
srw-rw---- 1 root root 0 6 aug 20:14 /var/run/
Docker should set the default groupname to docker but since we start with -H fd:// it's set to that location. Not good.

Start docker without -H to make chgrp work on socket
This way the vagrant user can access the docker daemon socket.
