Bug Description
After running genenv to create an environment, cinder fails to start for a variety of variables as set by genev.
These are those environment variables set to empty which have a check_required_vars in the cinder containers.

If possible, it would be ideal to make check_required_vars work on empty variables that are set, if not they should be removed from the check list.
