zaqar services needs to use mongodb

Bug Description

Currently using sqlite as the storage driver. (For reference, this review https://review.openstack.org/135738). It doesn't appear that the mongodb container is working, so that would be a necessary pre-requisite.

While mongodb may be operational, the zaqar container is not, and it also does not use the mongodb storage backend.
