We should get this working so we can get the results in the gate (or a post job).

    Get coverage working

     - move kolla_mesos_start.py into the pack namespace so that
       coverage can pickup the tests.
     - add coverage package to test-requirements.txt
     - update links to the start script

    This is so we can get coverage in the gate.
