Bug Description

ATM we are reusing /etc/kolla which is naughty.
To start with we should mostly (the ones that make sense) copy the options that kolla has.
Then update deploy.py to not look in /etc/kolla/

Make sure we have options for:

- zookeeper hosts
- marathon hosts
- chronos hosts

(for deploy.py to consume)

Bonus points for having a directory to point to the config (so it doesn't have to be in /etc).
