Bug Description

Observed in master CI
/var/log/kolla/glance-tls-proxy directory gets created, but is not writable:

2020-08-05 11:17:55 +0000 [error]: config error file="/etc/td-agent/td-agent.conf" error_class=Fluent::ConfigError error="out_file: `/var/log/kolla/glance-tls-proxy/glance-tls-proxy.20200805.log.gz` is not writable"

We shouldn't run log rotate tasks for glance-tls-proxy when it's not deployed.
