Bug Description

Currently we set neutron's interface driver ([DEFAULT]/interface_driver) in neutron.conf which sets it also in e.g. neutron-server. However, this only applies to higher-level agents: dhcp, l3 and metering, and is allowed to change per agent (not a global config).
