Bug Description

Destroying a cloud results a deleted inventory file at deployer host. k-a ignores some files and folders and inventory file should be too.

I'm confused with this bug. Is there any acceptable reason to cleanup /etc/kolla while destroying? I might have -important- files under /etc/kolla but destroying removes everything but kolla.

As discussed in the patch, it makes sense on the target hosts (control, compute etc.), but not necessarily on localhost.
