Bug Description

If the Cinder service is not available, we need to pass the `--disable-service.volumev3` option.

The error is fatal in openstack-exporter < v0.0.8 so this is affects stable/rocky but not more recent releases.

Actually it should affect stable/stein. stable/rocky kolla-ansible doesn't include support for configuring and deploying openstack-exporter.

Also raised here: https://bugs.launchpad.net/kolla-ansible/+bug/1844851. I've suggested we bump the exporter to 0.0.9 on stable/stein, as requested previously.

This should no longer affect master, since the exporter was upgraded to 0.2.1.
