Note that we would like to remvoe the nova console auth deliverable from nova in trian as we are
removeing cells v1 which is the last usecase for this service.

as of rocky this service is only used when using cells v1 which kolla has never supported.
when doing a roling upgrade too rocky the console auth service is need until all node are upsted to rocky.
after all nodes are upgraded to rocky the console auth service can be remvoed.
to that end i woudl like to sugges deleteing the service form train and modifying the upgrade playbook
to stop any running instnce of the contain on upgrade form stien to train.
it sould also be correct to backport that to rocky to stien upstrad though that may not be allow
under the stable backport policy.
upgrade from queens to rocky need special handeling to prevent disconnections as mention above so for simplicitly i would suggest not backport any change to stable rocky if we chose to backport the removal at all.
