fluentd label check failing on Docker 26

Since Docker 26.0 has been released - Kolla-Ansible common role deploys have been failing due to missing ContainerConfig field in docker inspect dict - see https://github.com/docker/cli/blob/v26.0.0/docs/deprecated.md#container-and-containerconfig-fields-in-image-inspect

Michal Nasiadka why "not needed" for Antelope? I'm faced the issue even in Xena because we pin docker version only for Zun.

will fix the issue downstream myself.

This issue was fixed in the openstack/kolla-ansible 18.0.0.0rc1 release candidate.
