database_address changes are not reflected in nova cell0 mapping

Bug Description

I had to change my kolla_internal_vip_address which caused the deployment to be stuck at "Running Nova API bootstrap container". It turns out the old internal vip address was still referenced in the nova_api database (table cell_mappings column database_connection).

The "Create cell0 mappings" task does not update the database connection once the mapping has be created.

We have some logic to update other cells in ansible/roles/nova-cell/tasks/create_cells.yml. Perhaps you could adapt this for cell0?

    Update cell0 database connection

    When kolla VIP address is changed the cell0 database connection is
    now updated to the new address.
