Bug Description

The service role is registered in the Keystone tasks in 2023.1: https://review.opendev.org/c/openstack/kolla-ansible/+/909002

However, this service role is also required for Nova and Cinder. We should make sure this is registered in Nova and Cinder tasks so they don't fail if Keystone tags are skipped.

    Cinder and Nova: add service role

    This role is registered in Keystone [1], but Nova and Cinder deployment
    will break if Keystone is skipped. Register this role in Nova and Cinder
    tasks too to prevent this failure.
