Keepalived virtual addresses should be more configurable

Bug Description

Currently keepalived assumes that the kolla_internal_vip_address is tracked and managed by it. In some cases we might only want to track the external address (e.g. if BGP is used for the internal address).

The interface for keepalived would need to be customizable (currently defaulting to api_interface) as well as the addresses that keepalived managed. The latter is also needed in order to track IPv4 as well as IPv6 addresses for external (in some way related to https://bugs.launchpad.net/kolla-ansible/+bug/2060065)
