**Bug Report**

What happened:
  Module returned an empty list when using Podman as a container engine.

What you expected to happen:
  Module should return list with container facts of all containers when name option is left empty.

How to reproduce it (minimal and precise):
  Create a task using kolla_container_facts, set Podman as container engine, leave name option empty.

    Incorrect condition in Podman part prevented the retrieval
