Ganesha exports creation failing

**Bug Report**

What happened:
Ganesha exports are unable to be created when creating ACL for NFS shares.

What you expected to happen:
Ganesha exports should be created.

How to reproduce it (minimal and precise):
1. Deploy OpenStack version Bobcat with kolla ansible
2. Create CephFS NFS share type
3. Create NFS share
4. Create ACL for NFS Share

**Environment**:
* OS (e.g. from /etc/os-release): Ubuntu 22.04.4 LTS
* Kernel (e.g. `uname -a`): 5.15.0-100-generic
* Docker version if applicable (e.g. `docker version`): 25.0.4
* Kolla-Ansible version (e.g. `git head or tag or stable branch` or pip package version if using release): stable/2023.2
* Docker image Install type (source/binary): source
* Docker image distribution: ubuntu
* Are you using official images from Docker Hub or self built? Docker Hub
