Bug Description

Version: master (caracal cycle)

I'm seeing the following error:

```
RUNNING HANDLER [ironic : Restart ironic-dnsmasq container] *****************************************************************************************************************
fatal: [controller0]: FAILED! => {"changed": false, "msg": "Wrong format of volume: ironic_inspector_dhcp_hosts:/etc/dnsmasq/dhcp-hostsdir:ro"}
```

When I am using the podman container engine and have enabled ironic.
