Bug Description

**Bug Report**

What happened:

I recently deployed openstack using kolla-ansible my domain driver was not reachable by keystone. No requests were sent (wireshark measure).

What you expected to happen:

Ldap queries to fetch ldap users on domains.

How to reproduce it (minimal and precise):

Deploy openstack using a domain_specific_driver

Notice changing attribute `domain_specific_drivers_enabled` from `true` to `True` (in /etc/kolla/keystone/keystone.conf) and restart the service fixed the problem.

**Environment**:
* OS (e.g. from /etc/os-release): Ubuntu 22.04.3 LTS
* Kernel (e.g. `uname -a`): 5.15.0-94-generic
* Docker version if applicable (e.g. `docker version`): 24.0.7
* Kolla-Ansible version (e.g. `git head or tag or stable branch` or pip package version if using release): 17.1.0
