Bug Description

We used kolla-ansible version 17.0.0 (installed via pip) to install an AIO OpenStack instance on an Ubuntu 22.04 server.

According to the documentation (https://docs.openstack.org/releasenotes/kolla-ansible/2023.2.html) it should install OpenStack version 2023.2 but it installs the "master" branch of OpenStack.
