Bug Description

According to:
https://docs.openstack.org/nova/latest/admin/vendordata.html#configuration
nova-compute docker needs to be configured to expose vendordata over configrive. Currently kolla-ansible only configures nova-api docker.

Nova-compute-ironic also needs the configuration if Ironic is enabled.
