Can't use haproxy_single_external_frontend without tls

Bug Description

If I enable haproxy_single_external_frontend it assumes that there should be an external frontend map at "/etc/haproxy/external-frontend-map", see https://opendev.org/openstack/kolla-ansible/src/tag/17.0.0/ansible/roles/loadbalancer/templates/haproxy/haproxy_external_frontend.cfg.j2#L11

However, if I don't understand this wrong, this file isn't mounted if TLS isn't enabled (or if letsencrypt is used), see https://opendev.org/openstack/kolla-ansible/src/tag/17.0.0/ansible/roles/loadbalancer/templates/haproxy/haproxy.json.j2#L21-L28

I feel like this isn't as intended and that the external frontend map should be mounted as soon as you enable haproxy_single_external_frontend
