Bug Description

As kolla-ansible adds a new config opt rabbit_quorum_queue, however, it wasn't added into trove guest agent config. this behavior causes trove guest agent failed to connect to RabbitMQ .

    Fix trove failed to connect rabbitmq - durable queues support

    This change fixes the trove guest instance failed to connect to
    RabbitMQ by adding durable queues support to oslo_messaging_rabbit
    section in guest-agent.conf.
