Bug Description
Upgrading to Antelope we deployed skyline alongside horizon and cannot log in to the bloody thing.
Logs show no errors at runtime - DB connections are fine, etc; YAML config has the default region and domain defined in it but the web UI says "no data" in the drop-downs and does not allow for textual entry of the values. This prevents login to the service entirely.
