API breaks when stopping a single neutron_server

Bug Description
kolla version: yoga
backend-tls: true
Steps to reproduce:
- Deploy multi controller cloud
- Stop single neutron_server
- Run openstack network list and observe gateway errors (if you are load balanced to the node that was shutdown)
Expected results: No traffic load balanced to neutron_tls_proxy if proxied server is down.
Possibly we need add some additional status codes that fail the backend health check?
